Sand to bare aluminum, fill any deficiencies with epoxy filler, any type, then coat with interlux interprotect barrier coat system 4-5 coats. If you plan to sand smooth afterwards add an extra coat or two. No need to put antifouling paint on. This is the best system for the leg that I have seen. Be sure not to paint over the zinc annode.

First you sand, then you prime, then you paint - what do you use? When I bought the boat the prior owner provided a can of "Alumaspray antifoulant (#1116 white)" from Pettit but I can't find that so what is the recommended alternative? Thanks everyone! :)Bill
